Wonder-Gambler will suddenly appear on top of the roulette wheel in the casino after the wheel is stopped on the gold Platinastar tile.
The roulette can only be played immediately after completing Mission 004 and you only get three attempts to spin the roulette each time you play the level. Although you can use the RETRY option from the pause menu to try the roulette again, doing so will force you to complete Mission 004 again first.
Unfortunately, if you progress to the nearby checkpoint after completing Mission 004 and try to reload from there instead, the roulette will always be inactive.
Because of this, it's highly recommended to replay the level on Very Easy when attempting to recruit Wonder-Gambler (and earn the I'm Not Lucky, I'm Special Bottle-Cap) as it will drastically reduce the time and difficulty required to complete the Mission before each attempt.

Wonder-Gambler's Wonderful Figure can be found by inserting the Wonder-Liner into the mouth of the statue next to the path after Mission 003 (the first encounter with Koh-Tumeekey.)

- Wonder-Gambler is assigned to the fictional city of Vegas Island, suggesting the original Las Vegas was destroyed in a prior GEATHJERK invasion and later rebuilt.
