Aspiring Technician is a one-star Bottle-Cap (achievement) in The Wonderful 101.
It's also a Bronze PlayStation Network Trophy in the PS4 version of the game.
This Bottle-Cap unlocks Wonder-Scarf.

Skills can be purchased from the Wonderful Mart, or unlocked by raising your Total Rank. This Bottle-Cap quickly unlocks itself on its own, as you'll quickly reach the Total Rank necessary to unlock three Skills just from normal gameplay.
